The "correct" way to create compatible class library projects?

What is the correct way to create a library project that is “properly” compatible with Paradox? I tried to create a class library project and converting it to a portable library, but it doesn’t “look right” when compared to the originally constructed game library. The property page doesn’t look the same.

And the “create a new project” button doesn’t seem to do anything.

I have created mine through Paradox Studio. This will setup project config properly.
