Help me pls error with create a template

I dont know why scene is not create(.
i dont know what causes Error:Unexpected exception while loading project.
how do I move sdk so that Xenko sees Microsoft.net.Sdk.
Also, plugins for VS 16.5.4 are not installed.I can’t install them
